If you want to enable or disable subtitles in the game, hit Options and then Settings -> Audio and turn on or off subtitles. Some languages are only available via text. If the language is supported you will see it when the game loads.
To change that, go to Settings (XMB) and then Language.
The game language is determined by your PS4 system language.
